Owner of SpaceX and Tesla recently was stuck in traffic while commuting to LAX. His solution? Buy a tunnel boring machine and dig a tunnel to the airport. There would be many regulations, taxes, forms, and codes he would have to comply to to do this, so to get around that, he wants to start it on his property. At the cost of roughly 4 million dollars per mile, it could be quite an expense to him if he follows through and does this. A crew was already working on a "test tunnel" at the time, so it appears he is serious about this. The tunnel would go from the SpaceX headquarters to the airport, so it likely won't be open to the public.
